The City of Steinbach’s Animal Control By-Law establishes regulations for the control of dogs, cats, and other animals within the City.

Leashing and Control of Pets

Leashes

When on a street or other public place, a pet must be kept on a leash not more than 2.5 metres in length.

Cleaning Up After Your Pet

Pet owners are responsible for cleaning up after their pets and must do so immediately if their pet defecates on property other than the pet owner’s. Dog feces on the owner’s property must be removed daily.

Pets & Noise Nuisance

Dog owners must not allow their dog to bark or howl in such a way that disturbs other people who are not on the same premises, or that unreasonably disturbs the quiet, peace, rest, enjoyment, or comfort of others.

Responsible Cat Ownership & "Roaming" Cats

Pets, including cats, are not permitted to run at large in the City of Steinbach. Allowing your cat to roam can put them and other community members at risk as well as add to a stray/feral cat population that can put a strain on community resources. 

If you have cats under your care, please keep in mind: 

  • All cats over the age of six months must be spayed or neutered. 
  • Cats must not leave your property unless it is under the immediate charge and control of a responsible person.
  • You must ensure that any cat bears sufficient identification to enable any person finding the cat to contact the owner.

The City of Steinbach has contracted Rural Animal Management Services (RAMS) to enforce the provisions set out by City Council in Animal Control By-Law 2258. They handle all animal related complaints and provide Animal Control services for the City.

Please note, however, that homeowners are fully responsible for any wildlife such as birds, rabbits, squirrels, skunks, etc. on their property. These are classified as non-domestic animals and are not prohibited under the Animal Control By-Law.

There is no charge for services provided by the Animal Control Officer (RAMS). However, if your animal is picked up as the subject of a complaint, it will be subject to fines and impound fees.

 

 

What do I do if I find a stray animal?

While the City of Steinbach has an Animal Control By-Law in place that does not allow pets to run at large, residents may still come across stray animals within City limits. 

If you come across a stray cat or dog, the City recommends taking the following steps: 

  1. Safely contain or restrain the animal and keep it in your garage or yard.
    1. Residents can request a trap from the City of Steinbach by filling out a Wildlife Trap Rental Agreement form, making a deposit, and submitting both to City Hall.*
  2. Contact Rural Animal Management Services (RAMS) at 204-223-5521 to alert them of the situation and/or have the pet picked up.**

*If any animal other than a domestic cat or dog covered under the Animal Control By-Law is captured using a trap provided by the City of Steinbach, the renter is 100% responsible and liable for its safe release.

**If you choose to reconnect the pet with its owner by yourself without contacting Rural Animal Management Services, you will assume 100% responsibility and liability for its safe return/release. Look for any identifying information on the animal to help contact and return it to its owner (i.e. a tag, a City of Steinbach licence tag, ear tattoos/microchips that can be identified by a veterinary office, etc.).

Dog Licences

If you are a resident of Steinbach and have a dog over the age of six months, you need to obtain a dog licence for your pet.

The City requires information about the pet owner and about the pet you are licensing.

Dog licences are issued for the lifetime of your pet.

Fees

Neutered Dog – $25
Un-neutered Dog – $60
Replacement tag –  $5

Need a new dog tag? 

Owners who already have a dog licence and would like to request a replacement dog tag can fill out the form below or visit City Hall in-person.

How to Apply

Owners can apply for a dog licence form below or in-person at City Hall.

If your dog is spayed or neutered, you will be asked to provide proof.

Payment of Dog Licence Fee for ONLINE application

Pet owners applying for a dog licence using the online form below are encouraged to pay the fee using e-transfer.

The dog tag can be mailed out to you or picked up in-person at City Hall once you’ve received a confirmation email saying that it is ready to pick up.

All e-transfers must be directed to payments@steinbach.ca and, in the notes, include contact information of the sender (e-mail address and phone number) as well as the name and breed of the dog. Please ensure that you input the correct amount as e-transfers are automatically deposited.
